PRO/CON Should Arizona require four years of mathematics for students to graduate from high school?

The Governor's P-20 Council has it right: A four-year math requirement in high school, built on the teaching of Algebra 1 in eighth grade, benefits the state's evolving high-tech economy and the nation's global competitiveness and increases every student's readiness for college, long-term career options and pay.

So why is state Superintendent of Public Instruction Tom Horne opposed to the requirement?
